#马尼拉骚乱真相曝光：警方殴打学生、拖拽儿童，政府“最大克制”说法被打脸

9月21日，马尼拉市中心爆发大规模骚乱，菲律宾政府坚称警方在驱散过程中“保持最大克制”，仅在遭遇汽油弹攻击时使用了烟雾弹。然而，多段现场视频与目击者证词却显示，警方在Mendiola和Recto一带对示威者及无辜路人动用了暴力，甚至包括殴打、拖拽未成年人。

内政部长乔恩维克·雷穆利亚（Jonvic Remulla）公开表示，警方并未施放催泪瓦斯，行动只是防御性。但画面却显示，特警（SWAT）在Mendiola和平拱门附近及一家汽车旅馆突袭中发射了疑似催泪瓦斯罐。多名媒体人和现场民众均证实出现眼睛灼痛、呼吸困难等反应。

暴力画面曝光

现场影像显示，部分警员手持盾牌与藤条棍追打示威者，甚至对围观民众下手。一名旁观者愤怒表示：“连走路看热闹的小孩都推倒逮捕，简直是禽兽。”

自由摄影记者马德里德（Zedrich Madrid）回忆，他亲眼看到5至10名警员围殴一名抗议者，还亲身遭到盾牌与藤条棍攻击，直到同行记者喊出他身份才幸免。另一段视频则拍到一名理工大学（PUP）学生卡贝利斯（Daniel Gio Cabelles）被警员掐脖、用手肘击打头部，随后还被控“扰乱秩序”“袭警”等罪名，但警方在拘押38小时后才立案，已超出法定时限。

SWAT被指用人当“肉盾”

骚乱中，一家汽车旅馆遭洗劫。视频显示，一名特警竟将一名男子拖在前方当“人盾”，同时用枪口指向骚乱方向，引发社会强烈质疑。

大规模逮捕

马尼拉警区发言人菲利普·伊内斯少校表示，当天从Ayala大桥到Mendiola-Recto一带共逮捕216人，其中包括89名未成年人，将移交社会福利部门。部分嫌疑人仍在警方拘押中。

目前，菲律宾社会舆论高度关注警方执法争议。人权团体与独立媒体要求政府彻查“执法过当”，而警方与内政部则继续坚称行动符合法律与指令。
