2025东南亚腐败报告出炉

缅甸垫底，新加坡遥遥领先！

国际透明组织最新发布的《2025年清廉指数报告》显示，腐败仍是东南亚各国面临的长期顽疾，区域内国家之间的廉洁程度差距愈发明显。

根据报告，缅甸以 16分 位居东南亚最腐败国家，其次是 柬埔寨（21分），反映出两国在治理透明度、问责制度及法治落实方面仍存在严重问题。

中等区间的国家包括 菲律宾（33分）、老挝（33分）、泰国（34分） 及 印尼（37分），虽持续推动反腐改革，但制度性障碍依旧明显。相比之下，越南（40分） 与 东帝汶（40分） 在提升治理与廉政方面逐步进步，但执法不均仍是主要挑战。

表现较佳的国家为 马来西亚（50分） 与 新加坡（84分）。其中新加坡不仅在东南亚保持领先，更是全球最清廉国家之一。

整体来看，2025年东南亚的清廉排名显示出明显分化：部分国家在强化问责与制度建设上取得进展，而另一些仍深陷政治与官僚体系的腐败泥沼。
